If your Fallout 3 CD version has the Games for Windows Live "LIVE" link in the start up window; before you click on "Continue, New Game, Load," click on "Live". If you don't and/or don't get connected, it may be because you don't have Games for Windows Live installed on your computer. I am almost positive you will need to get it from the disk or download the newest GFWL.exe, and install GFWL on your computer for the downloading of the DLCs. If you get connected to "Games for Windows LIve" from the link, then the DLC's are available from there. Just so you know: A lot of Mods you can download at " www.nexusmods.com " need the DLCs. If you plan to download Mods from any site like Nexusmods without having the DLCs you need to make sure they are compatible with Fallout 3's ESM; at least. If the mods need the other DLCs to play them, and you download them, they may not work and even can crash your game if you put them in your game files. I just checked Amazon (check time stamp of post) and Fallout 3 Game of the Year is available for US $7.11 plus $5.99 shipping. If you haven't found a way to get them from the Games for Windows Live service... Well... If you want to get the DLC's it may be time to hunt through Bethesda Softworks Inc websites, or Microsofts Games for Windows Live, and see if they are offering all of them packaged on one CD. Otherwise, you're going to have a lot of fun looking for them. You might find them on some old computer, out in the wastes, in someones musty old gaming room, or at a garage sale where the people selling the PC don't know anything about computers and it was one of their Great Grand Children's. I thought all online functionality and the PC marketplace went down with their servers back in 2013.
