I would speculate that the anims and mechanisms are already 'in the game' somewhere. However I don't recall ever having seen a horse in any game.. perhaps they got FEVed or something but;

You can't simply import a horse over from Skyrim, the way skeletons and models work is completely different from the older games.

Even though it's practically the same engine, they tweaked/changed quite a few things which makes it incompatible with the older

engine in a couple of ways.

 

Maybe it'll be possible to convert older engine stuff to FO4 in the near future, but it's not doable at this time.

Some really good modders tried to get a horse into FONV and couldn't get past a concept stage. Some of the necessary parts of the game engine just are not there. Sometime between Oblivion and Fallout 3 the engine seems to have forked into a Fallout version and a TES version. And the fallout version doesn't have the necessary stuff for horses.
