Way to lock frame rate at 30 fps without slow down?

Hello I was wondering if their is a mod or a way to lock fps at 30 without slowing down the actions.

I can play at medium settings with 60 fps most of the time, but I would rather play at 30 with no fluctuation in buildings and better graphics overall at 30.

So does anyone know if there is a mod or one being worked on that lets you lock fps at 30 without slowing down the game.

You're getting slow downs? You probably set iFPSClamp=60

Limit your FPS to 30, then set iFPSClamp=30.

If you have an AMD GPU, RadeonPro can cap your framerate.

I have an nvidia graphics card but I can't do the Adaptive because it's on a gaming laptop.

But i'll try the iFPSClamp.

So I am able to change the game speed, but part of what I was looking for was the ability to lower my frame rate. I don't have AMD and for some reason on my gaming laptop it won't let me use adaptive v-sync. Is there any other way to limit the games max frame rate like how some games are sold locked at 30.

The ENBoost mod can also cap your framerate as well as allow you to use some of your RAM as VRAM if you have more than enough RAM for the game and other processes.
