Complete Legendary Rework?

As a quick note, whatever FWE/PN project is coming along is certainly going to include rebuilding the legendary system from the ground up, right? Does anyone have any thoughts?

I'd like to see actual unique weapons back in the game... that make sense.

  1. The Terrible Shotgun: modified double barrel; empties both barrels at the same time, reloads quickly.
  2. All-American: cleaned up Combat Rifle (chambered in 5.56, for goodness sake) with fantastic recoil control and starts with a unique accuracy bonus.
  3. Ol' Painless: .308 unique hunting rifle with huge range and limb damage bonus.
  4. Xuanlong: I'd imagine given to you after a certain quest involving the Chinese; new texture (maybe), large clip, great recoil and rate of fire. Like a Minigun for small arms character. Chambered in 7.62.
  5. Victory Rifle: .50cal rifle with extreme recoil and only three shots, 100% limb damage bonus or 100% armor penetration. Whatever works.

...you get the drift. The legendary system is utterly bjorked. Twoshotfriggin50calwhat. I know The Terrible Shotgun is already in the game, but between it and Justice I feel underwhelmed.

Locations? Put Ol' Painless in the hands of the Raider leader of Libertalia; would make that an interesting challenge from his sniper perch. The Terrible Shotgun should be on one of the Gunner commanders in Quincy. All-American in one of the harder to get into army outposts, or possibly that one listening post associated with Danse. Victory Rifle = Absalom, all the way (or, perhaps, a rework of the Survivalist Rifle).

Incidentally, no more random legendary spawns. :pinch: "This gun is 25% more powerful!" "Why?" "Magic, Billy."

I was thinking of doing something small about it.

Add already made ones that are fitting, like sniper rifle with assassin effect, cryo flamer etc place notes, holotapes maybe short tiny quests if I ever bothered to empty places that may need flashing out.

For example, I can easily add a note in the hunting cabin about a great hunter and make the player kill a strong animal that lives near where that hunter went last so the player can find a hunting rifle or shotty with a hunting effects. And I'm sure many would like a syringer that fires another bullet or syringe.

I don't really like the way Legendary enemies function either. The so-called mutation, the fact they they are indistinguishable from normal enemies, etc. Plus, do we really need legendary cockroaches and molerats? Why did this cockroach have a shotgun?

I'd much rather see some along the lines of MMM, with unique-looking, interesting enemies spawning alongside normal ones.

The roach had a shot gun because he ate a man using a shotgun.

The cockroach knows how to fire a shotgun, that's why it's legendary ;-)

On a more serious note: yeah the drops from legendary enemies is pretty idiotic. But.... it's pretty much an RPG standard, like beetles dropping chainmails and that kind of thing, been like that in since games like Baldur's Gate and the likes.

And legendary enemies could really benefit from an overhaul, just making different textures, increasing their size, maybe give them some unique combat abilities would make them a bit more interesting. Instead of "oh no, I have to headshot it two times instead of one"

Exactly as I envisioned. The unmarked quest for the Xuanlong in FO3 still sits with me.

Any idea for what effects fits deathclaw claws?
Deathclaw hand unique...

Den Mother's Claw: get this by doing the somewhat "bad" ending for a certain quest involving returning a certain something to a certain place and killing the Deathclaw there. Totally ignores armor, causes incredibly high limb damage, and, if modded out, has a small chance to send the enemy flying.

I made a neverEndingFullAuto Legendary... It is a blast on single/semi only weapons... Animations are a bit screwy, but it rocks on a double barreled shotgun, and is very fun on the AlienBlaster...

I want to hand place something that flash out builds, power up weak weapons and not OP. A shotty that fires two shots (or is it four?) or syringer, and a cryo flamer, a butcher knife with limb damage, or laser rifle with ghoul slayer.

So no never ending or auto!
