Very weird texture/model "slicing"

Note: This is NOT related to any of the "video" settings on the options menu. I've tried and tried messing with them to fix the issue and absolutely nothing was fixed.

I've also tried disabling ALL of my mods as well. Even with them all off, Oblivion still looks funky.

Sounds like a video card issue. Your card is probably overheating, or you have incorrect drivers/out of date drivers installed. Could you post your PC's specs?

Can't be my card. She's in good shape, drivers are all good, and the card hasn't changed one bit before this problem started and after.

All other games work flawlessly.

 

PC Specs as requested:

RAM: 3.00 GB Ram (2.74GB usable)

PROCESSOR: AMD Athlon II P340 Dual-Core - 2.20GHz

VIDEO CARD: ATI Mobility Radeon HD 4250 w/ up-to-date drivers (4200 series)

OS: Windows 7 Home Premium 64-bit (without SP1)

 

 

I'll get some better screenshots soon. The issue is most prominent if I, for example, stand on a large mountain and look down on the Imperial City. The water seems to slice and cover up bits of the city. I can't even see much beauty in the distance because of this. The issue does not occur to anything up close. If you'd notice in the second screenshot link I provided, to the middle of the right, there's something that looks like scratch marks that I failed to notice previously and circle with paint. On the ground and walls much closer to me, this does not happen. In the first screenshot as well, in the distance an arrow points to a little slice in the ground. On the ground closer to me, this does not happen.

 

Again, I'll get much better screenshots to better exemplify the issue.

Are you, by chance, overclocking your card? I suddenly remember that happened to me when I went overboard with overclocking. I didn't think that was the cause at first (not 100% sure even now), but as soon as I toned the OC down a little, this anomaly (and other anomalies, such as weird black objects floating stationary in the sky, lines stretching from weighted objects, etc.) all disappeared.

 

-edit: To clarify, it's not really broken textures or anything, but my guess it's your card not handling either AF or Mip Map detail (or both) properly. This seems to happen when you have the wrong settings (too much/too little AF, GPU too hot, too many textures loaded into memory). Try adjusting your settings in Catalyst or ATI Tray Tools (or whatever else you may be using), and see if that resolves anything.
