Some of my essentials...

Classic V.A.T.S. - This, because I hate the new VATS

Brighter Settlement Lights - Because the vanilla lights all feel like dimly lit candles

http://www.nexusmods.com/fallout4/mods/2494/?

Better Generators - Because I like to build a lot of electrical stuff and it's ridiculous to think you have to build 10+ of the biggest generator just to run one small settlement

Personal Jetpack - I'd probably stop playing this game without this mod alone. I get sick of the big clunky power armor, but the play style is SO much better when you can jetpack over and up onto buildings and such. I also have my own .ini setting for jetpack/fusion core functions which make it fly much higher and doesn't drain cores.

Targeting HUD Eyewear - Goes hand in hand with the Personal Jetpack if you want to play like you're in power armor without having the clunky feel of power armor.

Powerful .50 Receiver - This one is real simple but to me is essential because the .50 should do way more damage than it does, so if you're playing a sniper character this mod is essential.

True Storms - Because it's awesome

http://www.nexusmods.com/fallout4/mods/4472/?

M1911 - Because I really like playing with a pistol as my secondary weapon to sniping, and all the vanilla pistols suck except for the .44 which can't be silenced

http://www.nexusmods.com/fallout4/mods/10406/?

HK G3 - Because it's badass and because there really aren't any good bolt action sniping rifle mods yet (or I haven't seen them)

If you are going to be building as many settlements as possible then do yourself a favor and get the Extra Shipment mod which adds more resource shipments to stores that stock it and grant a significant amount to general stores in player settlements. It is not really a cheat because you still have to pay for the stuff. Rather, it just means that after deforesting Spectacle Island and using up all of the wood you find there that you will not have to got to Diamond City, Greygarden and Abernathy Farm repeatedly to buy more wood or steel shipments. If you have more money than you can spend on ammo or supplies then this is a great way to speed up construction of your Commonwealth Settlement Empire. Best of all, the mod is not at all immersive breaking.

For the upcoming Wasteland Workshop DLC I imagine that you will want a way to quickly stock up on needed resources beforehand.

It all depends on what kind of game you're playing.

If you're playing a kill/survival game, of you are really into weapons, a lot of the ones listed above are good.

If you're more interested in the story, and in rebuilding the Commonwealth, then you might be focusing on your settlements.

If so, you'll want Homemaker. Snap'n Build has some good stuff too, and depending on how obsessive you are, OCDecorator can be a must.

For signs and posters, check out Business Settlements, or my own Gruffydd's Signs and Posters.

If you like collecting powered armor, Worsin's paint mod is a good one.

Either way, as stated earlier, you'll want True Storms.

Also, if you're into listening to in-game radio while playing, check out Old World Radio - Boston.
