They are what seem like left over of a very early karma system, thank god they didn't add it. And no, a complete different system is better, Skyrim bounty system is a good one. Another one is that if you really did something with an impact, it known, but can't be undone. Let say I killed tons of locals who did me no wrong, no matter what good I do, it can't be forgotten. It's a huge whinefest of people complaining about how hard the game is without fast travel or demanding needs. It seems like what people wanted was regular mode with reminders to eat and sleep. Right now I'm buried in schoolwork and I'm not sure when I'll get the chance. By the time I get around to it they'll have probably released Far Harbor.
