The same reason why they're skeptical about modding is the same reason they've killed the use of hex editors (like gameshark)... So they can sell DLC hats for $0.50 each and charge you for tips and cheats. They say security, but really it's all about money. The fact that even Todd Howard mentions that you can just take a PC mod, run it through a converter and play it on an Xbox, laughing about how easy it is nonetheless, shows that most of what it is is for the money.

 

I mean, seriously, how many people would buy even half the DLC content out there if mods were around?

Consoles also control their content. All DLC needs to be approved.

 

So if they were to allow modding, they'd still have to check it, and approve it before releasing it on to the Xbox or PlayStation Networks.

 

I'm sure Bethesda would be happy to allow it, as it would likely increase sales, and add to the longevity of their game.

Obviously, haven't you heard of the Chinese mod factories? They buy slaves off the black market and use them to mass produce shoddily made mods for a low price of 25 cents each..
