ddavies10693 Posted May 4, 2016 Share Posted May 4, 2016 The only feasible way to have underwater content would be to put the player in power armor during that mission or content (unless they add something completely new), and you can't even use a weapon underwater in power armor, so that means you would essentially be playing a slow, loud walking simulator.
