JimboUK
The voice actors are recordings of people reading the lines, some may sound like a machine but they're not.
Surilindur
You could try using something like Audacity (here: http://www.audacityteam.org/) or another audio editor to cut and paste pieces of the existing voice actor recordings (the ones in the game, jim_uk nailed it, no speech generator) to try and achieve something that suits your needs. Basically something like that:extract the base game audio files convert them to a format Audacity understands (if it does not understand the default format, I have not checked what Fallout 4 uses) cut and paste suitable sections (words, longer expressions, etc.) from various audio files to make a new piece that suits your needs export it, then possibly convert it back to the format FO4 uses add it to your mod, then generate lipsync (I do not know about FO4, but for Oblivion, the audio needed to be in differen format for lipsync generation and final in-game voice, but that was Oblivion, released in 2006 so things could have changed)So yeah. The more voice they add to the game (like PC character), the more there is to do it the user wants to have voice in the mod he/she makes. It is always possible to make a mod with silent voice, though, by using only subtitles with silent audio tracks. I am not an expert, though, I have only added recorded audio to Oblivion with lipsync. Adding audio is relatively straightforward (as a process), but can take a lot of time depending on how much audio you need and how specific it needs to be. Good luck with your project. Edited May 9, 2016 by Contrathetix

mazakala
Someone seriously needs to post an editable list of the player voice files. Then everyone can listen to them and write down what words there are, such a database would be immensely valuable for cut and paste voice editing, as you could just search for a word or sentence and instantly find the voice file that contains it.
