Pack Rat
I think your enchant level may be to low... Go to one of the enchanters over at the mage guild. Altough be carefull that the enchanment isnt bigger then the amulets enchantment points.
Peregrine
Might be too low? With an enchant level that low you're going to succeed at making that item about the time hell freezes over. Pay someone to do it for you.
Pob
Pay someone. Its less hassle and by the time you get your skill high enough you will have the money to afford to buy the thing from the enchanter anyway. just have some expesive stuff to sell back and you will get most of your money back
sodaplay.com
You should just pay the enchanters they will make your life easy you need like 100enchant to make enchant items well. hope this helps.
someonelse
The insanely sneaky way to do it is to make yourself a lot of fortify intelligence potions. Make sure you have a little alchemy skill, then get yourself some (a lot of!) netch leather, ash yams, and bloat (you only need two of those). The imperial chapels in Wolverine Hall is a good place to get these. Buy or steal some equipment if you haven't got it.Now try to make a potion until you succeed. If it works, take it, then make more. The higher your intellegence gets the better your potions will be, so as you make and drink more potions your intelligence will increase exponentially. After say 30ish potions your intelligence should be high enough to make almost any enchantment work.I wish I had thought of this myself, but I didn't, I read it somewhere. The disclaimer is that it does have the potential to unbalance the game.
Switch
Actually, AFAIK enchanting doesn't work like alchemy. I'm sure a friend of mine tried the intelligence buffing technique with enchanting before and it didn't work. Basically what you need is 100 skill and a lot of luck. :P (Not the stat. You know what I mean ;))

MDH Weaponeer
Oh, and a little advice, find a glass tower shield. I made one that does 100 points of fire damage in 45 on target when used, and since the number was ballanced, in only takes one point away from the charge when I use it!... I was blowing them all to hell.
