Shabdez
In previous playthroughs I always was able to attack Weylin before he could reach Margret. But for some reason, this is no longer possible. It is just like he wasn't there, like a ghost. If I attack him, the weapon or arrow does nothing, clicking on him with the console open does not activate him. Only after he killed Margret he becomes fully integrated into the gameworld.I checked his references in xEdit but can't find anything that would explain this. Has this been changed with one of the game updates? Or is a mod causing this?It is possible to kill him with the console if you enter his RefID manually.

If I remember correctly, last play through I paused the game with ~, targeted him with cursor and then typed kill to try to save her. She still died. This playthrough I didn't even try to save her. I guess she's a non-person to the developers, like a body left on the ground just for atmosphere.
Karna5
Post script: Some play throughs I also try to save the person being executed in Solitude. I run up and start attacking everyone, but I never saved him. I just end up in jail for my troubles (and often executed as well as I use the Prison Alternative mod and the related outdoor event mods). It seems to be a pattern by the developers. In Fallout 4 there's a scene where you enter a room in a Forge Factory, and the boss villain is about to execute someone. I've tried to save that person countless times, but he always dies. So I stopped trying eventually. Thinking more on it, it's definitely a pattern by the developers (one I hate). In Starfield there's a scene where you go to a resort planet, and the board of directors want you to pick between enslaving a group of people or killing them. I, of course, slaughtered the whole board of directors, and then the game gave me the quest to pick between enslaving or killing them, even though I'd just killed the villains. This does mean they write linear, rail-based quests rather than true open world quests.
scorrp10
It could, of course, be a 1.6.1170 thing (I am on 1.6.1130), or it could be the mods that I got. If I draw the weapon before entering Markarth first time, and upon entering, hard to the right and slice up Weylin from behind, I usually can take him out before he can reach Margret... showler
The only times I had trouble killing him was when Markarth was slow to load in. He'd actually reach her and start the attack while the screen was still darkened.
SirCadsimar
I recently got a mod that like slowed Weylin down or something, giving the player some time to kill him with regular combat. I forget what it was, but it was like an extra feature of the mod not the primary function, so it wasn't in the mod's title or anything, if I remember/figure out what it was I'll mention it here. I say "recent", but I probably got that mod months ago, or the feature of slowing Weylin down was just added into the mod around that time, I can't remember exactly..
