Cannot change load order after merging two plugins

After merging two esps (*CartographersMapMarkersNukaWorld and *CartographersMapMarkersFarHarbor) using GamerPoets instructions, I found that i could no longer move my plugins in NMM without using the plugins.txt
I've read through the different threads asking the same questions but the usual answer was to update, which i have, or to edit plugins.txt. But i'd much rather fix the issue sooner rather than later.
I dont have any cc stuff bought but i do have esl files. I had already updated to 0.65.5, and this had happened on 0.65.3
I am over the limit for esps but i was in the middle of cutting the unnecessary mods out.

Previous versions had an xml bug that prevented you from swapping plugins around in NMM when an esl plug was loaded above an esm one. The issue was fixed as of v0.65.3

I had already updated to 0.65.5, and this had happened on 0.65.3
