I need to delete dependency rules that Vortex/LOOT has made when I loaded a set of mods. And I want to make sure that I dont' have to go through this again with other games, so I want to turn off the "auto rule/dependency making" feature that Vortex has.

Thus crippling the functionality of Vortex

You can't delete the built in rules, there's a reason for that, it's because it already knows which mods should load before or after each other in order to avoid conflicts.

What you're asking to do is to be able to sort your load order incorrectly

What do you do when the dependency rule it makes is incorrect for a mod? You can't delete the rule. if you make a rule to attempt to fix then you get spammed that you have a dependcy loop error. And your game becomes unstable and crashes because Vortex can't overwrite itself.
