rmoar70
I cant seem to get a full activation of the mods I want to play with, at least not all at once. This session MCM and BLD are up and running. Next play session BLD is not in, MCM is running. Next session sim settlements needs bars are gone in HUD, BLD maybe working but MCM is no longer in the pause menu. This is an example but I'm sure this has happened more than once. I've seen a growing # of posts on various sites, regarding mods turning off and on using Vortex. What are the alternatives to Vortex or can I mod without a manager? I think that would be the most ideal.

Use NMM then, since your last sentence clearly says that you don't want help with Vortex. All the people having mods mysteriously turn on and off has to be due to user error, something missing in their Windows install, updates to >net framework not installed etc, because not everybody is having the problem.Have you updated to the latest .NET version? In the ten months I've been using Vortex with Fallout 3, Fallout 4, and Skyrim SE, I've not once experienced the problems you describe. Please understand that I'm not denying you have these problems. Rather, I'm saying that I've never had them. If you find Vortex too problematic, you may want to consider NMM or MO2 as mod managers. Also, you can mod without a mod manager, but that would quickly turn into a nightmare.

I think that would be the most ideal.what sites are you reading in regards to mods turning on and off?if mods are "turning on and off" it isn't your mod manager doing it, it's your game not loading mods correctly. any time that's happened, a large percent of the root cause has been user error.so, if you can give us an example (screenshots) of mods being loaded, then not being loaded, and show us your plugins file, and anything else you think may help with diagnostics then go right ahead. if you want to manually install and manage your mods, it is possible. I did it for the longest time - but from painful personal experience, it quickly unravelled when i decided that i would uninstall mods - and had no effective method to know what files were being removed. you can do this sort of analysis with xedit and some very judicious note taking of how your mods interact with each other and it will work for you. however, the question i'll ask is, why would you want to do all that manual work, which is extremely error prone, instead of spending a couple of hours - max - to learn how vortex works? as ever, it's your game and good luck to you, if you decide that vortex is way to complex and manual management of your mods is your way forward. i'm sure you'll have hours of fun figuring out what went sideways the next time you get a ctd.
