Discovered that Vortex was not actually uninstalling everything, and some old crap was left in the AppData\Roaming folder. Try looking for anything that has a date modified from before you updated (or the current day). For safety, do not delete these files until you have confirmed that everything is working as it should. Until then simply make a temporary folder somewhere outside of %appdata% and move the aforementioned files into it. To get to the appdata folder use Win+R then type "%appdata%" without the quotes. Vortex splash screen hangs on start:1. Uninstall.2. Start -> run -> %appdata%3. Scroll down to vortex, and delete the whole folder.4. Re-install Vortex.5. ???6. Profit.
