Vorted loaded mods once but never did again skyrim after trying 4 times

Hi so Im having trouble with vortex not loading mods or loading only a few mods into my skyrim. I am using vortex version 0.16.15 i have 348 enabled mods and 49 disabled mods for a total of 397 mods.

I am running windows 10 64 bit with 24gigs of ram.

 

ok so I try and go into more detail here, so I have been having trouble for about a week trying to install mods into my skyrim game, so I tried downloading, installing, deleting then reinstalling my almost 400 mods 4 times using mostly vortex and mod organizer (mod orgainizer didnt work for me I liked vortex better). so the first three times i tried installing and reinstalling nothing would show up for mods in my skyrim game it was basically vanilla skyrim. I watched lots of tutorial videos to see if I could figure out what I was doing wrong.

 

on my forth time around I moved the vortex install folder from my C drive onto the same drive that my games and mods are installed on which its my E drive because I though maybe that was what was wrong, I also Installed skse straight to my skyrim game folder as well as tried to install sk64 (but It didnt work because its for skyrim se). I also made sure the mod install folder and download folder were both in seperate folders on the same drive. then I ran vortex and managed to get only a handful of mods to work i think it was only cbbe and a armor retexture mod to work. so I played for a bit and it was mostly working.

 

so exit the game ran loot, it told me to clean some files which I did and It also told me the update.esm was missing on some mods so I used steam to reaquire it. I loaded skyrim back up and any mods that had been in the game were gone. also I should mention that I did have cycles after I did my mod conflicts but I dont know if that has to do with anything.when I click on game folder, game mod folder and mod staging folder, the game mod folder opens into the skyrim data folder but there is no mods installed there, those 3 folders are all on the same drive.

well I have 348 active but ill cut that down till its under 255. as far as patches im not 100% sure but i think im using merged patches but i dont know anything about merged or batched patches

 

Oh, ok, yea, definitely reduce your mod count to 255 or lower, that's the reason why the game isn't loading your mods, you're way over the limit :)

I got it down to 253 and its still not working maybe ill give skyrim se a try

hi so I got skyrim se all loaded up and all the mods installed ( I dont have 250 mods) but it only wants to load in the few mods from Bethesda and none of the nexus mods that I have. also I tried installing the new skse 64 but it keeps giving me this message ( see attached file). so I was just wondering am I just missing something because I remember when I modded fallout 4 I had to some how do something with the program files I had to change a line of text from a word or notes document and I was wondering if it was something like that?
