You didn't install an ENB did you?

 

 

If not, then I guess the only thing left would be to uninstall Mods one-by-one until Skyrim starts up.

 

 

No, not recent enough to have bearing on this, I don't think.

Is it possible that reinstalling SkyrimSE might fix this? That maybe at some point when configuring the mods, it corrupted an essential file?

You don't need to reinstall SkyrimSE. Rather, go to Steam SkyrimSE > Properties > Local Files > Verify Integrity of Game Files.

I tried that earlier, so I tried it again and... no dice.

I think I should have mentioned this earlier, but when SkyrimSE launches, it launches as a background process.

Go to your C:\Users\<YOUR NAME>\Documents\My Games\Skyrim Special Edition| folder and rename your Skyrim.ini and SkyrimPrefs.ini to something like Skyrim.ini.backup etc

 

Then start your game and let the game generate new INI files, it's possible something was written to your INI file that isn't allowing the game to start
