Topely
You didn't install an ENB did you? If not, then I guess the only thing left would be to uninstall Mods one-by-one until Skyrim starts up. No, not recent enough to have bearing on this, I don't think. Is it possible that reinstalling SkyrimSE might fix this? That maybe at some point when configuring the mods, it corrupted an essential file? Rather, go to Steam SkyrimSE > Properties > Local Files > Verify Integrity of Game Files.
Topely
You don't need to reinstall SkyrimSE. Rather, go to Steam SkyrimSE > Properties > Local Files > Verify Integrity of Game Files. I tried that earlier, so I tried it again and... no dice.I think I should have mentioned this earlier, but when SkyrimSE launches, it launches as a background process. Go to your C:\Users\<YOUR NAME>\Documents\My Games\Skyrim Special Edition| folder and rename your Skyrim.ini and SkyrimPrefs.ini to something like Skyrim.ini.backup etc Then start your game and let the game generate new INI files, it's possible something was written to your INI file that isn't allowing the game to start

HadToRegister
skyrim pref.PNGWhich one? OK, all of those that say BAKED and BASE are from Vortex using Profiles. The ones with no file extension because you have "Hide file extensions" turned on in your OS. Just move those all to another directory temporarily Are you using Profiles and Have MANAGE GAME SETTINGS turned on?

HadToRegister
DID you try moving your SKyrim.ini files and starting the game so it would make new ini files?
Topely
They are set to no, and I didn't want to try it before I heard back from you.I went ahead and did it now, though. Still a background process. it did create a new skyrim.ini file, though.
