Rate Limit Exceeded? Unable to login or download mods

Hey so as the title says I keep having a pop up saying Rate-Limit Exceeded, I'm guessing its because I have been downloading a crazy amount of mods because I'm working on combinding a bunch so I can have a extremely modded fallout, is there any way to fix it since I keep just having to wait.

Well in this thread in the Vortex Forums titled "Rate-Limit Exceeded...how?" the problem ended up being a temporary server problem, or people using an old version of Vortex.
