Some mod's not installing properly

First off I should note that I am a beginner at modding. So I tried to install this mod: https://www.nexusmods.com/skyrim/mods/87931?tab=description&BH=0
And I followed all the steps and vortex sais the mod is installed, no plugins missing or anything. I downloaded the SKSE and ran it through that, and when I start the game it's not installed. The ENB and the pebble mod that is required for the foliage mod works as well... I am really lost. Also the HD retexture mod doesn't work.
I just don't know what to do and i can't find anything online

This isn't just Skyrim.

I decided that my deep distaste for Vortex needed to be addressed more rationally. So I decided to try it outside of Skyrim or SE, returning to Fallout 4.

It installs Same Sex couples fine, but it's still Nate and Nora, and I have tried having it set to load after Unique NPCs thus after the remake of looksmenu.

Still Nate and Nora. And, yes, I did deploy, did sort the plugins, did make sure they all installed, and I'm telling you now; It's just not working.

Vortex seems to not get the idea of actually linking mods in succession.

EDIT: I have reasserted the NMM 65.11 and gone over the plugins. Using Nexus Mod Manager to re-install Same Sex, I got it working.

So, at risk of offense I suppose, I have to conclude that Vortex does not install certain mods well.

Please start your own threads instead of hijacking others.

You have a habit of starting the same threads in several forums

When you start a new thread, list all the plugins you are using
