AugustaCalidia
@rmm200 Thanks for supplying the additional information for OP. I had meant to but forgot to tell her that "Dynamic Patches" is late loading. I amended my post accordingly.
HadToRegister
Another tip, Be SURE you are sorting your list by LOAD ORDER or MOD INDEX.I accidentally did this once, where I had my list sorted by Flags or Names or something, and was wondering why mods and patches that should've been BELOW the mods they were patching were showing up Above the mods etc.
Barbara917
Hallelujah! I was able to fix it with everyone's help. Yes I did try what Verdigo suggested but that did not work. In learning how to open the plugin details page setting it to Dynamic Patch Group DID sort it to the bottom of my load order beneath a bashed patch. I figured that this was a possible solution but probably not what is intended. I also noticed since this was a mod file I created by extracting the esp from the original download and adding it to its own archive that it did not have a category. I changed the category to patches but that still did not resolve it. Then for some reason I stumbled across the Manage Rules button at the top of the plugins page. That is where rules can be set between plugins without all that dragging nonsense. It was in fact necessary to set the rule between the two plugins on the plugins page to get it to sort into the correct order while both plugins are in the default group. I have no idea why in this instance setting the rule between mod files on the mod page did not work but what matters is that is finally in the right place. Thank you to everyone.
