installing new mods breaks saves and etc. Solution?

Idk why this has been happening I've fixed it so many times just to get the saves to break again. the saves make my character headless, erase all my completed quests, or if I am in another place like bruma or anywhere in the beyond skyrim bruma mod I load that save from where I was it puts me in the riverwood inn not only that when I load that save it says my ini and esp and esm saves aren't activated when they all are.... and somehow it disable skyrim.esm when that's impossible...... and when I quite the game all of the ini files are fine. I don't understand this glitch but it's weird but also kinda bugs me. does anyone know a bug fix for this or something?

I'm going to guess that you have 254 plugins. The game can only handle that many before it refuses to load any of them. What you can do is either remove mods, or merge them. You'll have to start a new game if you do either of those things though.

Or convert some of them to light via xEdit , Wrye, or Vortex itself.
