If you're using Hardlinks, then you need to set Steam, and your games to NOT run as admin Also, be sure to NOT run Vortex as an admin Link to comment Share on other sites More sharing options...

Current windows 10 in default settings allows creating symlinks without admin rightsYou could ignore the "Deployment requires elevation" notification until you're done modding. It's sufficient to deploy right before starting the game.You could move your staging folder (settings->mods) to be on the same drive where the game is and then, on the same settings screen, change the deployment method to hardlink deployment.
