'Remove' mod not 'delete' archive but removes the mod completely from downloads folder why?

Please explain why removing a mod completely delete's it from the downloads folder when I don't select 'Delete Archive', WHY THE HELL WOULD I WANT TO RE-DOWNLOAD the mod again for what purpose, I only want to remove it from the list not get rid of the download, specially mods that are 1gig or higher, is this working as intended or is it some STUPID design FLAW?

No such problem with my Vortex installation. When I click "Remove Mod" Vortex removes only the mod but not the archive.

Don't check the REMOVE ARCHIVE box.
