I mean steam ? program files (x86)>steam>steamapps>common>fallout4 that's your problem in a big big way !Not only is that meant for strictly 32bit software and the game is 64bit, it's also a heavy User account controlled folder.your issue is not the game nor Vortex, it is where the software is installed @ Not knowing how many games you have, the fastest way is to reinstall steam to C:\your name. games. Or make up any name you want.Use current steam to uninstall and delete al games, and close it down. down load a fresh installer from a web page of the stem application and DO NOT install-it to a UAC folder anymore. then reinstall the fo4 game and run it FIRST from steam. Purr4me Posted November 23, 2019 Share Posted November 23, 2019 batting s thousand?Priorities need to be controlled better. do not keep installing games when you have game issues.reinstall steam any place outside of the operating systems controlled folders, even on an external drive if you own one. User account control will also screw with SSE as well.C:\games is a suggestion. Do not install anything game wise to program files (x86) ever ! G4M3W1NN3R Posted November 23, 2019 Share Posted November 23, 2019 (edited) @Op click on start - control panel - user account - Change user account control settings - drag it to the very bottom (Never Notify) restart the computer after doing that, then see if steam launches Note: the above disables user account control, thus eliminating part of issue having your games installed on the same drive as windows (the other part is ownership, which can be resolved by taking ownership, thus completely eliminating the issue windows has with you having games installed in said adress). as such you can safely ignore that overly exaggerated reply with regards to having your games installed in said address xD Note: this issue literally only applies to windows 10. windows 7 has absolutely no issue and again 1 of the many reasons it is the vastly superior version of windows. Note: having your games installed to that specific address is only a problem if you are on windows 10, if you have windows 7 or older, you are completely fine having your games installed their, i know because i have always installed my games to that location for a good 7+ years and not once did i have an issue, primarily because i refuse to downgrade to winblows 10, and i always disable User Account control, it is a poor security measure, as long as you are smart and very computer ilterate, you will never issues having it disabled. so yea, if the above does not solve the issue, then you may need to take ownership of that location, however this does comes with risks.
