Way to make bottom bar and right bar stay?

The bottom bar only makes sense if you have a selection on which the actions act upon so even if it was always visible, the buttons would be disabled / have no effect in the situations where it's currently hidden, so what's the point?
The details panel (right side bar) you can actually make always visible via a theme. You may have to do some digging in the forum here but I'm almost certain I posted sample code at some point.

Is there an option to make the bar that appears on the bottom with uninstall all etc and the side info bar stay? I want the options always visible. Not quite sure why they aren't at the top bar tbh.

Not at the moment, no. We'll consider an option for it for the redesign of the UI

Cheers! Would be a welcome addition if possible.

Because I personally like said options to be visible.

The problem with those option being visible all the time, is we'll get a bunch of people in here saying "When I click INSTALL ALL, nothing happens", "When I click GUESS IDS nothing happens"

It's better as a Context menu that only shows up when you have multiple mods selected

Why would nothing happen though?

You press install all or uninstall all and Vortex should go through each mod one by one installing or uninstalling.

Context menus are annoying because you don't have all the info you want on one screen. You forget things and then get frustrated looking for the answer when buttons could all be right there where there is plenty of space.

Because, in order for the button to do something, it's REQUIRED for ALL of the Mods to be selected.

If you show the Context buttons all the time, people are going to think they can press "INSTALL ALL" and it's going to install all of the mods, even though they aren't selected.

It's the reason he made it Context Selected

That's what the option to "Guess ALL IDs, Install All, etc are only shown when ALL mods are selected.

Better than the UI looking like the cockpit of a 747 with a million buttons that don't do anything unless the proper criteria is met.
