Fallout 4 mods not working in-game vortex 1.2.20

I am using vortex v1.2.20 to mod fallout 4, and I cannot see the effects of the mods I have installed when I load the game. Through vortex i have specified my mod launch folder to be D:\Vortex Mods. I am using hardlink deployment. In vortex, all mods are showing as enabled, and I have no error notifications. The mod just don't work. Vortex seems to run just fine.

My system is an AMD ryzen 5 3600 6-core processor 3.59ghz with 16gb ram, using windows 10 home edition.


I have fallout 4 installed on a separate drive to my OS.
The mods I have installed (through vortex) are linked below.
when I click on show mod folder in vortex it goes to:
D:\SteamLibrary\steamapps\common\Fallout 4\data
Log included below.

Basic steps for installing via Vortex:

  • Download: This is on the Nexus site.
  • Install: This is done in Vortex, usually on the MODS window. There is a "bell" icon at the top right of your screen. Keep an eye on this and pay attention to the notifications. Unless you have dismissed the notification without acting on it, every time you download a mod it will give you a notification that the mod needs to be Installed and offer a button to do so. Alternatively, you can click on the blue Never Installed button on the mod itself. It will change to Disabled and turn gray.
  • Enable: Also in the MODS window, watch the notifications, or click on Disabled by the mod itself. It will change to Enabled and turn green.
  • Deploy: Again, watch the notifications and click on Deploy when offered the chance. Alternatively there is a Deploy Mods button at the top of the MODS window.

If you are downloading several mods, you can do them in batches rather than one at a time. Once they are all downloaded, there should be a notification that offers to Install All, then another for Enable All, and finally Deploy and it will Deploy all of them at once. This is a time-saver, but if you want to step through the mods one at a time you can do that as well. Either way works.

 

Also, it is possible for a mod to be Installed, Enabled, and Deployed but not be in the game. Once you have completed through the Deploy process, click on the PLUGINS tab and look at the corresponding plugins for each mod. The path you provided in your OP for the \Data\ folder is what you are looking at here on the PLUGINS tab. If any of the plugins are not enabled, they will not load into your game when you start it, even though they are in the correct \Data\ folder. If you click on the gray Disabled button by the plugin it will change to Enabled and turn green (just like on the MODS page). Afterward, you need to be sure to go to the top of the PLUGINS window and select Sort Now. Normally all of this is done automatically, but it may not be working correctly. I personally set mine to work manually so I can have better control over the process as a whole.

 

When the mods are deploying there will be a circular animation on the left by the word MODS. When they are sorting you will see the same animation by the word PLUGINS.

 

Remember:

  • MODS: Enable, then Deploy
  • PLUGINS: Enable, then Sort

Keep Mods and Plugins separated in your mind. They are like Yin and Yang, two separate pieces that make up the whole. Just because you have enabled and processed one doesn't mean the other has done the same. If things aren't showing up in game, check both.
