Premium account with slow downloads regardless of connection

I rebought Nexus Premium again today, and download speeds on every mod I install is capped around 2MB/s. When I previously had premium, I never had such an issue. I've tried to install mods from different games, and ensured my internet is working properly (usually downloads at ~28MB/s for steam, etc). I tried the internet at my job as well, and the cap was the same. I've raised download threads, changed the download location, changed my location with a VPN, and reinstalled/relogged in vortex. Additionally, I notice that when I first begin downloading a mod after restarting the program, I see the download start at a normal download speed, up near the 20's, but then it quickly returns back to the cap. The catch though is that I tried NMM, and the download speed isn't capped there. It's downloading a bit slower than normal, but not capped so low. Any help appreciated.

Do you get the slow speed on both files under 500mb and larger ones? Are the speeds the same for manual downloads? If it's starting fast and slowing down that's usually a problem somewhere in the connection or possibly throttling from your ISP.

I've been downloading mods today, the mods that are like 100mb, 85mb etc, download around 10-16mbs within a few seconds.

 

Currently downloading your Mod, Legacy of the Dragonborn at 1.9gb in size, and I'm getting anywhere from 0b/s to 512kb/s, Vortex says I have another hour and five minutes to go
