Vortex Doesn't Activate Data Files

Using Vortex for a new FO4 run, downloaded all the mods I wanted, launched the game, and got five hours in before realizing that Vortex apparently DOESN'T mean "turn on" when it "enables" or "deploys" mods. Half the mods' .esms were never launched. What's more, Vortex appears to contain no view for this, no actual list of the data files being added to the game wherein I can manually toggle and re-order them. What kind of mod manager is this? It has to either turn on the mods or let me do so. I've uninstalled it and will be using MO2 henceforth, my mistake for ever leaving it, but you should still fix this.

This is embarrassingly shitty for the primary mod community, to have a mod manager app you designed yourself that doesn't know how to LAUNCH A MOD. Why do you use a bunch of terms no one else uses? What the hell is "deploy" or "enable"? Clearly neither of them means actually turn it on. Why isn't there a viewable page for the load order? Why can't I remove old entries form the downloads page? Why have you built a mod loader so much worse than all other mod loaders, when you're Nexus, and could have just asked literally anyone who makes mod loaders and hosts them on your site to make one for you, with actual competence and a useful UI. Instead we got Vortex. I miss the NMM. At least the NMM had my load order. I would have noticed half the .esms were never turned on.

Did you look at the MOD tab and the PLUGIN Tab?

If you're missing either of those, you need to turn off your AV program and reinstall Vortex.

I have both my MODS tab and PLUGINS tab. The issue is, of the files listed as "Installed, enabled" on the MODS panel, half of them weren't "enabled" at all, and when I viewed the actual list of data files in Fallout found them unchecked and inactive. Wearable Backpacks, Legendary Modifications, OCDecorator, LBPAC, Settlers of the Commonwealth, TrueStorms and more, huge portions of the modlist that simply never got loaded. My game did the first-run messages for them when I activated them in MO2.

Where do you have your Download folder set to?

Where do you have your Mod Staging Folder set to? Is it on the same drive as your game?

Look at the EXTENSIONS Tab, are these extensions enabled?

Gamebryo Archive Invalidation
Gamebryo Ba2 Support
Gamebryo Bsa Support
Gamebryo Plugin Indexlock
Gamebryo Plugin Management
Gamebryo Savegame Management
Gamebryo Test Settings

Is the Extension "Game: Fallout 4" enabled?

Go to SETTINGS-> make sure that "Deploy Mods When Enabled" is ON, and "Enable Mods When Installed" is on.

Did you try Manually ENABLING the MODS and Plugins?

Are you using WIndows Defender?

If so, turn off "Controlled Folder Access"

Go to the SETTINGS tab --------------->MODS... Is HARDLINK DEPLOYMENT selected?

In order: Vortex's default, Documents, yes, yes to all, yes, they are on, yes, and no.

But honestly I could just go to MO2, drag the folders into its window, and click all their checkboxes in the list on the right, and launch. Which I've done, and encountered no difficulties, and it fixed all the issues, and took about 5 mins.

Is Hardlink Deployment selected on the SETTINGS------->MODS ?

Is your game installed on the same drive as the Mod Staging Folder?
