Is a Notification for not having any Notifications really necessary?

I find it kind of weird that I will get a bell icon notification that there are currently no notifications, and I have to close it.
Giving me a notification that there aren't any notifications is kind of contradictory and could result in an eventual divide by zero error, given enough time.

Could it be removed, or turned off?

I'm not sure what you mean?

When you have no notifications the notification popover shouldn't show on its own (and doesn't in my tests).

 

If you click the bell: yes, it opens and says "No Notifications", otherwise you wouldn't get any reaction to clicking the Bell and users might think it's broken.

Yes, I usually keep the bell clicked when I'm downloading and installing a bunch of mods, or updating a bunch of mods.

Once I get everything done, it notifies me there's no notifications.

 

I guess I'll use it as a way to let me know to click the bell to turn off notifications, once I'm done.

I was confused because I thought it showed up no matter what.
