Sounds very similar to the Met Police Logo scam which has been around for ages and AV's still haven't picked up on it yet. At least I semi-activly follow rouge removal videos - Safe mode with Networking + downloading, installing, and running Malwarebytes removes 90% of rouge infections. For those that don't, either replace Malwarebytes with Combofix, or scan with a bootable antivirus cd (eg: the one made by the anti-malware company that starts with a K that I can't spell).
