Skyrim Crashes When Starting

When ever I start up Skyrim it is fine. Vortex does not notify me that anything is wrong; however, when Skyrim loads me into the home menu and I press New/Continue it will show a loading screen and immediately crash. Vortex does not tell me what has happened and what has caused the crash. Loot doesn't notify me anything is wrong either. I have used xEdit to clean the plugins that Loot has recommended me to do so. I am starting to think that there are some mods that are incompatible with one another.

For one, you shouldn't be using standalone LOOT alongside Vortex, LOOT is built into Vortex.

 

You should only have BIJIN AIO activated
(You really need to read the Description pages of Mods, you'd see where it says to only activate the AIO)

And have ELFX WEATHERS installed, another WEATHER mod, which I' pretty sure the Description page of either COT or ELFX tells you not to run if you have another weather mod installed.

I don't know what UHDAP is, but it it looks like you have SEVERAL Audio Mods installed on top of each other as well.

You have VIVID Weathers PATCHES installed, but you don't have VIVID weathers Installed, which would be yet a THIRD Weather Mod installed.

To top it off, you have a VIVID Weather PAtch installed for Realistic Lighting Overhaul, but you have NEITHER of those Mods installed to require the patch in the first place.

I cleared out files which you have listed to be redundant alongside with a few other files. I tried launching Skyrim once again and it led to the same result as before.
