  1. I'm trying to reduce an actor's accuracy by a specific percentage, but I can't find a way to reduce the accuracy without lowering the actor's guns skill below the weapon's requirement. is there a way I can reduce the accuracy without lowering the guns skill?
  2. seems like exactly half of all vipers, fiends, and jackals in the game are female. exactly half of NCR troopers are female. the only human faction in the game that is less than half female is the legion, and there are lore reasons for that
  3. a mod that makes NPCs run away if someone, or something, has killed a significant amount of other characters of their faction while in their presence. Like if in a group of 10 NCR troopers, if 5/10 of them die fighting against the legion, the other 5 should run away even if they are completely unwounded. Because it has always felt odd to me how enemies in Bethesda games only ever run away if they are personally wounded, even if someone just killed 20+ of their faction just 2 minutes ago and their corpses litter the floor. Just feels off Another thing I would like to see is if an enemy is completely behind cover, and the person they are fighting is far enough away and is firing at them and not hitting them because of the cover, they will stay behind the cover and not move or fight back for several seconds because they are stunned and demoralized and are trying to formulate a plan or are simply pinned down.

  8. a while ago I found this mod and I looked into how it works: http://www.nexusmods.com/newvegas/mods/36524/? it uses a script to slow down or speed up the item degeneration process. I've used it as a basis for one of my personal mods that I have never released. I think it may help you in this endeavor. Open up the script, tweak the values, replace 'repair' with 'guns', and you're all set to go
  9. yeah, thats a bug in the game. its been there for a long time. look around the nexus, you'll eventually find a mod that fixes it.
  10. That would actually be pretty neat. Although I doubt we would be able to draw any audio for the banter dialog unless we use existing dialog and edit it extensively. There's also the issue in Bethesda games, of how when NPCs casually interact with each other it usually feels stilted and mechanical, and what they are talking about is usually completely pointless and they repeat the same conversations over and over again (see: oblivion). Things we need to consider before starting this mod: 1-the banter has to feel natural so that it doesn't break immersion 2-what they are talking about has to be trivial enough to feel casual and unimportant so the player knows that they don't have to listen if they don't want to. But also important enough to justify it being there at all. If the player is hearing someone talk outside of the dialog menu it should have a purpose, like illustrating the relationship between 2 factions and general flavor. 3-banter has to be diverse enough so players don't get sick of hearing it, and that the likelihood of them hearing the same dialog twice in the same playing session extremely low 4-it has to change as the world around them changes, as well as current events or things the player has done. So by the time player get sick of the banter, they walk by a caravan and all of a sudden the banter is about the player and what they did recently, which would feel dynamic and fluid and it adds to the depth of the game world, as well as inflating the player's ego
  11. Like a merchant tricking you into paying for something you already bought, or NPCs generally taking advantage of your stupidity. Or being unable to read, or having reading comprehension so bad that reading a skill book or a magazine actually LOWERS a stat instead of enhancing it, or maybe being so stupid that you are incapable of reading at all, like terminals are inaccessible and notes that would normally just be able to pick up and read look like gibberish in your pip-boy. Or random instances where a certain level of mental concentration is required, like picking a lock or deactivating an explosive would fail due to your short attention span. Or randomly when having a conversation with an NPC there is a small chance your character will forget what the conversation was about and exit the dialog menu. Or when picking up items or looting containers outside of combat, there is a very small chance that your character will randomly drop the item within 10 seconds of you picking it up (if it is not equipped), like you forgot to pick it up. Or there is a random chance that your compass goes bad and starts pointing in a direction that you are not actually facing, like your character's sense of direction just died

  13. -assassinations: killing omerta/white glove gang members, killing nostalgic chairmen like in the 'all roads' comic, or just generally killing prominent NCR or legion figures, or even just random people throughout the Mojave and taking certain items from them. Like when Benny takes the platinum chip from the player and tries to kill them, preferably with a posse of goons -drugs R bad, M'kay: intimidating or persuading certain chairmen members from using chems, and poison their chems or kill them stealthily if they refuse, also like the 'all roads' comic. -faction interactions: steal from the kings in freeside. Get energy guns from the Van Graff in freeside to arm the chairmen preparing for the second battle of Hoover dam, either by theft or buying them with your own money. Trading resources and ammo with the khans.

  16. this is exactly what I was looking for! hitman, can you make this work for 1 handed guns/melee weapons/heavy weapons too?
  17. just the idle and walking animations. the same ones as without the weapon, attacking and such should be the same as the default non-crippled animations. new animations don't need to be made

  19. Was this ever released? All that guy seemed to have uploaded is an ENB. I also absolutely hate the position of the rifles on the back, to the point that I actually keep my weapon out 95% of the time that I play that game, just because I hate it that much, so I'd love to see a mod for this. I'd almost even prefer leaving the weapon where it is when it is unholstered on the character model, only with the characters hands at his side and off the weapon like the normal holstered animation, like an "imaginary sling" per say. the guy who uploaded it said he is going to release it eventually

The NCR in fallout 2 takes a very large portion of your earnings from caravan runs, and the prices in the NCR town in fallout 2 are extremely bloated compared to the other cities in the game. 1 clip of 10mm ammo would be worth 80 caps in the Den, would be worth 150 in NCR territory. Heavy taxation is one of the most defining traits of the NCR. I was honestly very surprised how laid back the NCR was in New Vegas compared to fallout 2

  23. danny is just being an idiot. NPCs don't just aim for the camera, their AI tells them to aim for the head. NPCs can shoot your other body-parts and they are fully aware of them, but they just choose not to. I actually tested this, made 2 NPCs fight each other and they both aimed for eachother's heads'. I also tried fighting someone in third person and they still aimed for my head.
