You should use a mod manager like https://www.nexusmods.com/skyrimspecialedition/mods/6194 it has a program built in that will sort your loadorder for you.

Ai overhaul has 5 pages of separate bug reports on its modpage, I wouldn't use it personally.

Turn autosave off and never quicksave. It bloats the f*** out of your savefile and eventually it just overfills and corrupts.

What is so heavy about what you are running? I don't see anything extraordinary? What are your PC specs? What resolution are you running? Which mods? And yes I get 60 fps in whiterun as well, I truly don't see what the problem is with you. You also completely missed the point of the question the OP was asking. He wasn't asking how to make ENB take up more resources, he was asking how to make it take up LESS.

No the problem is not rudy, it is skyrim itself. This is a bug that happens in vanilla when there is more than 6 light sources in an area. Btw I would replace ELFX with this: https://www.nexusmods.com/skyrimspecialedition/mods/22574

Not those three mods, you have to go over all of your mods. Something got messed up.

At least now you know it is a mod causing the issue, so now you can start disabling them in small groups and try to pinpoint it.

Sounds like you are running out of vram and the textures are simply not loading. Try reducing the amount of high quality textures you are using or upgrading your GPU.

That is the most confusing post and order of steps I have ever seen. Does the game crash when you disable the mod profile and load up skyrim vanilla?

Remove all references to them in immersive npc with ssedit.

A lot of people use RND its one of the most popular mods of all time so I am sure lots of people are interested.

That is rudy cathedral weathers enb with all effects enabled, what are you talking about? My falkreath area is the same, 60 fps when locked and around 115 when unlocked. Besides, you said you can't achieve 60 fps with ENB no matter which functions you disabled, which is clearly just a false statement and you know it. You were just being a prick. Getting 60 fps with an ENB is very achievable even on mid-range systems when running at 1080p. If you have a high-end graphics card and cpu you can easily run 1440p or more and get solid 60 fps. Sure there are probably ways to get below 60 fps if you crank up the resolution high enough and slap enough blur effects onto the screen, but that is not AT ALL what the OP was asking about. He was asking the opposite: which options to disable to get better FPS.

Don't see why you have to act rude to others just because you don't know jack about how pc's work and have gotten it in your head that somehow skyrim can't be played at over 60 fps... It's not helpful to anyone. give it a bit it's still processing the 1080p and 1440p image quality on youtube (mind you it's unprocessed fraps so quality won't be top notch) The video was taken around a bunch of 8k textures (fort dawnguard HD mod) so should be a good example. Even did a bunch of spins and animations to try and trigger a stutter.
