i did, this problem didnt appear until my second playthrough using these mods That is why you use a new save to test mods

The ini files are in your documents>mygames>skyrim folder, not in your main skyrim installation folder.

Probably not related but, why do you have a JK skyrim patch for recorder if you do not use JK skyrim? As for crashes: when approaching riverwood you load a hefty amount of ram, the area is one of the heaviest cells in the game and often causes a CTD simply by overloading the RAM. Disable any overhauls for riverwood and see if it changes.

I don't remember the CK ever having a merge option honestly. Always did it with xedit or tes5edit.

In the future do testruns whenever you are installing a few new mods. Don't install 100 mods and then test. Do at most 5 at a time that way it is easy to pinpoint which mod is the problem.

Ordinator has perks that let you do this (timed block) and counter attacks. I am not sure what the issue is? You mean the tiny nearly indescernable screenshot when selecting a save file? Didn't think anyone actually paid attention to that x.x

What are you talking about? I am running 1440p heavily modded with ENB on my 2080ti with stable 60 fps.

If I recall sometimes xp extended skeleton can cause it if you install certain options. Stick to the basic options.

Next time try to install mods in small groups and test them. Don't install 340 mods and then test them.

Fair enough, I would just imagine the people that are interested in this tend to be more lore friendlyish fans, people that just want infinite storage can just download a mod that adds more storage or use console to increase their carry weight.

More than one for such a thing seems silly for Skyrim, there is a reason artifacts like azura's star are unique and why opening a portal to the soulcairn took hundreds of years of study by highly intelligent vampires to achieve, stuff like that is not easy. To make more you'd have to somehow involve daedric princes those are the only beings I could think of that would be able to procure multiple ones, at hefty prices. But that's just me looking at it from a lore friendly perspective, which is how I play my game, not everyones cup of tea I can imagine.

There are many chests and rooms in the sanctuary, why create one and not find one in a hidden room/ chest? Like an artifact chamber, I am sure an orginization like the blades would have some type of archive or vault? How you gain access to this vault could be many things, including dragon claws or perhaps spending a dragon soul or using a shout.

The blades were the personal elite forces of the emperor, before this they were dragonhunters hailing from Akavir. As the emperors mystical elite force I am sure they would have access to the best mages in tamriel. A bag of holding would obviously be a huge boon for anyone, so why not give a bag to the most elite special secret unit the empire has? In Dawnguard, one of the souls in the Soul Cairn mentions having been tricked by someone and saying they were one of Reman's court wizards. Reman was the first emperor that the blades swore loyalty to (the first emperor dragonborn). Since the emperors court wizards had the power to trap someone in another dimension, the soul cairn, I am sure they could procure a bag of holding.

Are you using custom ini files or your own? Make sure they are set properly for your amount of ram.

How about have it be an artifact in the blades sanctuary? That way you have to go through some effort to get to it already, currently blades sanctuary is kind of lacking in its rewards. And it would make sense, I mean how else were the blades going to carry all those dragon bones to burial sites?

You can tweak your enb with the ingame enb menu, there are many options you can disable or enable. It is up to you to decide which ones are worth the performance drop, it's player preference. There is no magic wand that magically makes the game perform better I am afraid.
