script cleaner is not 100% guarantee fix. Your load order is a little messy, i'd suggest having a look at this as a guide and rearrange it. Run tesedit to see if it's all good. Try removing all your texture mods, make sure you're using SKSE 1.7.2 and enbost (with or without graphical effects) and see how you go.

Seasons of Skyrim is subtle yet improves the visual somewhat and isn't too taxing (if you tweak it a little like removing DoF etc) or you could try ICBINE and see if you like it...this has ZERO performance cost.

Open up enblocal.ini and set this ExpandSystemMemoryX64=true to ExpandSystemMemoryX64=false see if it works.

Take note of the mods you use and how many scripts they use. A good indication would be to read through the mod description page and the comments section. Mods like Climates of Tamriel, Frostfall, Footprints, Wet and Cold, some combat overhauls, Skyre/requiem/perma (most overhauls) etc Like Overlord said, don't tweak your papyrus settings at all. Keep them vanilla. You'll end up breaking more than you fix.

did you copy d3d9.dll, enbhost.exe and enblocal.ini to your skyrim directory?

your load order is a mess. tun tes5edit. can also see you're using sneak tools with perma. Perma already has sneak tools implemented in it.

Grab the unofficial patches while youre at it and then run tes5edit to see if there's any conflicts.

skse 1.7.2 is fine. I used to use ERSO but ran into way too many problems ie: CTD's to bother with it anymore. Most of it's modules haven't been updated in way too long and you can find better equivalents on the nexus. You might be running too many script intensive mods but the only way to see that is to check your script latency. I know Sands of time has a check built in but i dont think that dowloading 700mb worth of a mod for a script test isnt ideal. anyways, i'd look at getting rid of ERSO ntirely and finding alrernative on Nexus which are up to date. Regen new ini files.

Grab ENBoost and make sure your SKSE is using the memory tweaks (SKES 1.7.2)

have you ticked on the quest you're trying to track? I often forget to actually have it selected and wonder why I have no compass markers. You could also try installing Jaxonz map markers and see if you can track things via that (for the sake of seeing if your markers are working) Other than that i'd deactivate your mods and add them back in one by one.

have you run tes5edit to see if there's order conflicts? Where is your patchusmaximus.esp? Replace dance of death with violens.

You probably should've started your own topic instead of necroing this... fyi you might want to link to a pastebin of your mod list. Not many people like to download files.
