You have to wait for him unfortunatley he takes a long time, tgm makes you invinvcible so its a good idea to use

In the Temple of the one or just the temple district, if the green quest marker is just outside the imperial city go into the temple

 

btw viceice door glitch has very few consequences people call you champion, etc etc only you dont get the MQ armor and martin takes ages to arrive
