Collection download stalled and will not restart

Hello I have am new to moding and am having an issue with a collection that I am trying to use. I have left this running for a week and the installation/download has stalled. it would appear that there is nothing currently downloading and I can not click download on anything on the right hand side of the screen and fiddling with the missing dependencies doesn't seem to start any downloads either. If there is an advice or recommendation that could steer me in the right direction it would be much appreciated. Thank you for your time.

It almost looks like when an install is temp paused for one specific mods pop up window prompt, etc. Check your task bar or something for any open processes.

They don't always show up in the task bar either... so, minimize all your other windows, and see if there is something hiding. :)

You may be able to simply close Vortex and relaunch it. This will reset the Collection status so you can resume it again.

so I did that and restarted my computer and the attached has happened. I have no clue what to do about that?
