Look for a bundled LOOT application and allow that through.  The Masterlist is for LOOT, not directly for Vortex.

I've allowed LOOT through and nothing at all. Even launching LOOT itself and trying to update the masterlist there I get error log message to show. And opening the log shows that an unexpected network occoured.

That varies wildly by all the different firewall software that exists out there. If you can't work it out, it may be worth checking with the support team for the firewall software.

I don't use anything other than Windows Firewall, but I hope that anything third party keeps a log of what was blocked and why. If that exists, you may be able to add exceptions from there.

So as someone who has just got around this issues, I had to set my VPN to somewhere outside the UK (in my case Belgium) for it to work, no idea why that's allowing it to work properly or why having the VPN running but set to UK wasn't working.

why would you run it through a vpn?

what happens if you don't use a vpn?

I wasn't originally, it was one of the things I was trying to get around the issue and as I discovered it connects and gets the Masterlist and extension updates fine if I run a VPN though somewhere other than the UK but if I am not running a VPN (to clarify I am in the UK) or have the VPN set to the UK I got the 'Cannot update Masterlist' and 'Failed to download extension' errors.
