Failed to initialize LOOT

I'm getting this error in red and I'm not really into any of this so I have no clue what its asking or how it works but if someone could explain to me like a 3rd grader how to solve this issue. Trying to mod Fo4.

Just find the ini file and add something like .bak to the end of the name.  That will cause the game to fail to find it and either the game will recreate it when you run the ORIGINAL launcher (not a script extender or anything like that) or it will replace it when you verify through Steam again.

There's no .ini file though
