No.  They're just separate ESP/ESM/ESL/BSA/BA2 files same as when you could buy them individually.  You can't "deactivate" them in the in-game menu and the mod managers have "exclusion" lists that prevent them from managing CC content, but you can simply move the files out of the DATA folder in order to not use them.

Some people think this can't be done, but evidence suggests they are failing to also disable mods that depend on that CC content and that is the cause of their issues.

Yeah I moved them out of data for Fallout 4. I'm even still using the unofficial patch, which has dependencies, but things seem to be working fine. One of these days, I'll edit my copy of the patch to remove the references.

The CC content is crap and it's too bad it's not an optional download that people could grab if they wanted it.

Usually, their QA is at least halfway decent though.... If you are running other mods as well, you may just be running into a conflict. Question becomes, does the game run/work correctly in vanilla form?

The problem is: If you go to Nexus ( here ) or Steam ... you can find the creators of the said mods.

2 of them are not happy that Bethesda is telling users to go to the MOD CREATOR ... when there is NOTHING they can do. The Mod Creators are aware of the issues, so they tell us, Go to Bethesda and Bethesda says, go to the creator.

NICE HUH?
