Offline backup of a Vortex collection?

I'm trying to make an offline backup of the Gate to Sovngarde collection. When I try to install it the Vortex is stuck at the checking dependencies stage. Here's what I'm doing (on a fresh Vortex installation):

1. Copying all the mod archives to AppData\Roaming\Vortex\downloads\skyrimse

2. Copying the "masterlist.yaml" to AppData\Roaming\Vortex\skyrimse\masterlist

3. I go to the mods tab and manually install "Gate-To-Sovngarde-392604-74-1733511642.7z"

4. I get the collection prompt to switch to a new profile, so far so good

5. Vortex is stuck at checking dependencies

Any ideas?

I checked my disk usage in task manager and it wasn't utilized at all. I checked the log, but it wasn't being updated. I waited for over a half an hour and there was no progress. Someone on reddit said Vortex may be stuck at trying to acquire some metadata from the site for some reason...

Does Vortex just not allow installing mods while offline?

Wait, you are trying to install the collection while offline? Why? Yes, installing a collection while offline will make it take much longer because you'll probably have to wait to timeout any network request each and every time. If it even works at all. The Vortex application is intended to be used with an internet connection to install collections.

Was it? I can't find anything in its description indicating it's supposed to work only online or only after signing in.

Well, I suppose it's true that they didn't write "MUST BE CONNECTED TO THE INTERNET" in big letters but it's a system designed to download and install from a website and has absolutely zero mentions of being able to create an offline copy of a Collection, so perhaps it was assumed?

Regardless, what you are trying to do is not a feature it has.
