I found it because it also affected Fallout New Vegas where I have an ENB installed (also G.E.C.K.). Uninstalling GeForce Experience did the trick. I'd love to hear how you discovered that and how that program was affecting it in the first place. Seriously, though, I don't like GeForcee Experience at all, been waiting for an excuse to get rid of it. Installed my drivers manually for years and the optimization tool is a joke.
