ChampionOfContinuity Posted February 19, 2015 Share Posted February 19, 2015 Either Sheogorath because it's crazy (and he appears in the game after all) or Jyggalag because they should be lit and thus need to be lit. Either that or the ones that aren't lit by bandits or what-have-you exist in a state of quantum uncertainty and are both lit and not lit at the same time and you as the Dragonborn are also a walking Dragon Break which determines their state. Also making it possible for your actions in the game to be canon and none canon until decided upon for the next game where that choice is required. They've been tasked with guarding the secrets of the dragon cult even after their death. That's why they were entombed there in the first place. It makes sense that with the return of the dragons and dragon priests, their servants would have begun preparing their worship sites for continued use.
