All kidding aside, you don't have to kill civilians and cops, although some missions make it unavoidable. And they just won't get off the sidewalk when I'm driving. But mostly you're killing other bad guys or their less-than-innocent associates. That is what the game's about; any dead civilians or cops are 'collateral damage', as they say in the war biz. Have you seen Mel Gibson's 1999 film Payback?: "Porter is shot by his wife and best friend and is left to die. When he survives he plots revenge." - IMDb.com That's the premise of the film (Gibson is a bad guy himself), and practically a description of the opening movie in GTA III.
