Mods not appearing in game? [FO4]

I am having some issues and am wondering if I'm doin something wrong. I have several mods running and am using a new PC with Windows 10, a GTX 760, Core i7 gen 7 w/ 1.8 tb open space and 16 gb mem., game runs great, some mods do come through on Vortex, for example the MPX and Looksmenu run fine but, everything else loaded via Vortex does not run in game. Scripting and esp runs but, meshes and textures do not. I run around with invisible armor and weapons.

I have run Xedit to check for errors and cleared a few there, ran file validation via Steam with clean results, tried mod manager loading, manual loading and mod manager install with same results and I have tried manually placing the files in each folder with zero success. I suspected it was a permissions issue in Windows and changed that around but, no change there either. I have also tried running it via compatibility with older Windows versions but, nothing changed.

So far outside of the two I mentioned earlier, the only mods that work in game are the ones I downloaded through the mod page in game. This really bites as I had some great mods I enjoyed that I can't seem to get working now. Would be interested in herein get if anyone has a fix for this, I don't think it's vortex as I reloaded NMM and had similar results as well which never happened on my old PC. So I'm fairly certain this is something that my pic is doing. Also, I have verified that Vortex is syncing mods to it's mods folder in the base game file (C:\Program Files (x86)\Steam\steamapps\common\Fallout 4) and I'm still not seeing any changes.

Also, I checked the dependencies of the files and corrected those in Vortex. Vortex is showing me green lights across the board and reports no conflicting files. So, I think maybe something in Windows 10 is giving the game grief. My game was a DL through Steam but files are on C: drive so, I don't think it a firewall issue, I'm really grasping at straws now.

Add this to your Fallout4Custom.ini and see if it works

Actually, now that you mention it, I am now noticing that the custom.ini file is missing. SMH. I will try that. Thanks for the reminder! I will go get more coffee now! LOL! I'll let you know if I have success...which I have a feeling I might now.

UPDATE

Sorry but, it did not work. But, at least the custom ini file is in place so that's one less thing to be concerned about.

Soooooooo, I'm guessing you only get responses when you call Vortex garbage? Really?

No, you have to call Vortex "literal garbage." "Garbage" is not strong enough.

Seriously, I'm perplexed about your problem. I would have told you to check your Fallout4Custom,ini file, but HadToRegister has already offered that advice. Since you indicated that you have the same problems using NMM, that presumably would rule out mod managers as your culprits. (But I always worry about that word "presumably.") As for Windows 10, I also use Windows 10 and have installed Steam Fallout 4 to the Steam default on C:/. This has created no problems for my game. While composing this, I just noticed that HadToRegister is back. He knows his stuff and hopefully can help you resolve your problems.
