I just updated Vortex to 1.3.19, and started getting the same issue on startup.

Whenever i start Vortex, i can't click on anything and the buttons that usually darken when i hover my mouse over them don't do that anymore.
I get no error messages at all, and waiting upwards of 20m while the machine is on idle doesn't help.

Mine freezes usually once per day, typically first time after sleep.

Go to Task Manager and terminate Vortex.

Then scroll down to background processes. Terminate Vortex there if any.

Vortex for me runs fine next time started. YMMV.

Reinstalling Vortex will not help.

Bug reported a few days ago.

Well mine is a little different. I leave nothing running when putting the computer to sleep, and I exit Vortex when not using it.

When it works, I get a spinning wheel on Plugins for maybe 10 seconds, then spinning wheel on Mods for two seconds.

When it hangs, spinning wheel never moves to Mods.

And it really fails... Mouse clicks are ignored anywhere on the window, although the window can be drug.

I have left it as long as 15 minutes like this to see what happens. He is dead, Jim.

Well... Well... I have only seen this on Skyrim SE. 121 active mods, Maybe three times as many installed. 83 actual plugins.

Unfortunately - Skyrim SE mods are my main time sink. Fallout 4 would be second - but have not played it much in this time frame.

Let me add an observation, based on 50 years in Software development:

This is a deadlock spin problem, at a pretty low level to block mouse presses.

One of the two Vortex background processes is using 12.5% of the CPU.

The other six are all using zero %. No disk or memory activity.

I realize this thread is old, but just had this issue and fixed it. Don't worry about deleting and reinstalling or, restarting your pc, etc - somehow changing the compatibility mode to windows 8 fixed it and then I changed it back afterwards.
