Vortex multiple instance startup fail

I've flogged my original post to death and then some. I'm sure it's a Windows fail, but I need to get Vortex working. To that end, I hope nobody minds if I try solving the error on my alternate user (where I'll switch if I can get this to work). Opening info:

Vortex ver: 0.16.15

Modding: Skyrim SE

Mods installed: none. I just had a problem with mods and the game so I thought I'd wipe out all mods and start over with Vortex

My PC is a self-built with an Intel Core i7, 32GB RAM and geForce GTX 980 Ti with a whacked version of Windows 10 64bit.

The user account I'm currently on is a local (non-Microsoft) account and is an administrator.
The problem I'm having is when I start Vortex, I get a lovely message dialog stating:
Start up failed
Vortex seems to be running already. If you can't see it, please check the task manager.
There are (usually) three instances of Vortex running when I get this message.
What I've done to correct:
1. Reinstalled Vortex. Result: No change
2. Found a user post indicating this can be fixed by deleting C:\users\<name>\AppData\Roaming\Vortex folder and its contents Result: Vortex runs. I started to set up Vortex. I changed the multi-user setting from per user to shared. Got the message that Vortex had to be restarted. Restarted Vortex. Vortex no longer starts (same message)
3. Found a post indicating that taking owner ship of the aforementioned folder and also c:\ProgramData\Vortex would solve all my problems. Nope. I was already the owner of the folder in Roaming, and <machinename>\Administrators was the owner of Vortex in ProgramData. I changed both - just in case it would help. No dice. I'm thinking that I may start getting hate mail from Vortex from trying to start it so much.
What do I need to do to advance this noble cause? I've found a few iterations of vortex.log that I'd be willing to upload. I'll have to say that Vortex seems to run splendidly on my main account which has been whacked most mightily by Microsoft.
As I said - if I can get Vortex running here, I'll switch everything over to this user and dump the original account as unrecoverable.

No. That didn't occur to me, since the program isn't really running when this happens. I could do it - do you just want the whole thing submitted through Vortex, or would you like something a little extra - like running it through ProcMon so you can see all of the activities leading up to the demise?

I can't run amy mods on Vortext now without my game shutting down immediately after start up, first I was getting some sort of FNIS erro where I ran FNIS threw vortext and it showed it updating with my mods but when I went into the game everyone was stuck in the T pose. So I uninstalled everything and just reinstalled FNIS and the game crashes immediately, so disabled that and tried a single no FNIS mod and same thing. NOw my mods off Steam work fine.

This is 100% a Microsoft problem, although I can't tell you what to look for in the OS. I reformatted my c: drive, reinstalled the OS from ground zero and went back to work. Vortex works perfectly. No multiple instance startups. I really wish I could give you better for addressing this, but I've said for about a year now that those jokers turned my PC into a piece of crap. I'm finally getting some use of it. Love vortex!

I'm guessing with the new OS install, Windows went and updated all of your .NET files etc, and got Vortex working 100% because of it.
