Nothing in Plugins Tab - Fallout 3

I can't seem to find a solution to my problem, since I'm not sure what exactly the problem is. I'm using the stable version (0.16.15) of Vortex, modding Fallout 3. One mod is currently installed. Machine is Windows 10 x64 with 16GB ram. Here's what happened:

1. I had Fallout 3 running with just a handful of mods installed and working. Everything was fine.

2. I tried installing Midhrastic ENB. The instructions aren't great, so the game crashed. After several attempts, I gave up on the effort and decided not to use it.

3. The folder was a real mess, and I hadn't installed many mods up to that point, so I uninstalled Fallout 3 in order to install fresh. Except the uninstaller didn't delete anything. So I manually deleted everything from the game folder and Documents/My Games/Fallout 3. I left my Save Games as is.

4. I reinstalled Fallout 3 and all the mods I had before I tried Midhrastic ENB. At this point, none of them worked.

5. After poking around, I realized that there were no mods listed in the Plugins tab. The only things there are the game DLCs.

6. I removed all mods with the exception of Games for Windows Live Disable. I am using that as a test case because I am absolutely certain that it worked back in Step 1. It shows up in the Mods tab, but not the Plugins tab.

For what it's worth, I have 50+ mods installed on Skyrim SE and it works fine.

<sigh> What did I do wrong and how can I fix it?

Thanks for the tip about Windows Live Disabler. Not a good test case, it turns out.

I installed a couple of other mods to try again and now THEY work! Yay!

Now it looks like Games for Windows Live Disabler is the only thing not working. A fair trade, I'd say.

You need to put the Games for Windows live Disabler DLL in the Data\FOSE\Plugins folder
