Need clarity on Profiles and Script Extender Mods

Ok I'm setting up another profile for Skyrim SE, I already have one profile set up with 279 mods, but after playing standalone Enderal, I wanted to make a new SSE profile, and make the game much more difficult, while leaving my 279 mod SSE still set up in the old profile.

I use a number of SKSE64 DLL 'plugins' with their own ini files, and the things I'm not clear about are:

If I DISABLE the SKSE64 DLL 'plugin' in the NEW profile (Obviously from the MODS tab), it will remain Installed in the Old profile, and if I switch back to the other profile where it's still enabled, is the edited ini file going to be intact?
Because I use Skyrim Uncapper, and have that ini file heavily edited for XP gain per level and overall XP gain based on skill XP etc, and I'd HATE to have to do that all over again, or is Vortex going to restore a default ini file when switching back to the old profile?

Also, I'm assuming that any changes made to the ini file of an SKSE64 mod would apply to all profiles instead of a Profile-by-Profile basis.
(What would be awesome is if the "Game Settings" setting in the profiles, applied to the SKSE64 ini files as well (Unless it already does and I don't know about it, I'm still using 0.18.12 because nobody would answer my question about whether Vortex 1.0 deleting ESPs when using "USE NEWER", "SAVE CHANGES" or "REVERT" is a newly added behavior, or if that was just PEBCAK)

I'm guessing what would happen is,

Old Profile = DLL Plugin & ini File inside the Mod Staging Folder with Hardlinks to the Data folder

and when I switch to new profile and DISABLE the DLL Plugin, it becomes

New Profile = DLL & Ini FIle inside the Mod Staging Folder with 'purged' Hardlinks?

Meaning my heavily edited ini files for my SKSE64 mods will still exist?

Now, if my assumption is correct, then I foresee a future feature request, of Vortex being able to handle MULTIPLE INI Files, for Script Extender Plugins
For instance, the Uncapper SKSE64 mod, say in one profile I want my Skills and Levels uncapped, but don't want the XP gain changed, that means a Skyrim Uncapper.ini for that profile

Now say I make another profile, with Skills and Levels uncapped, but also want the XP gain to be cut in half, that means a NEW Skyrim Uncapper.ini for THAT profile.
Is this already possible?
If not, it would be a really awesome feature, especially with a mod like Skyrim Uncapper, because there are a large variety of ini files available for download all with different settings and xp and skill gains

As long as you confirmed the external changes dialogue you changes should be preserved when toggling the mod on and off.

Yes, they apply to all profiles, however you might want to use the variants option to install/enable a different version of the mod per-profile. The INI files should remain independent this way.

Yes, that sounds accurate. Provided external changes were accepted.

As above, I would suggest reinstalling the mod as a variant to have different INI settings per-profile.
